Does the final accounts come with the statutory notes for companies house submission?

No. Speed-e-books does not have a built in statutory reporting module. We find practicing accountants maintain a template for the various company reporting formats and simply insert the numbers from Speed-e-books into each set of accounts, adding director's comments and notes to the accounts as appropriate.
